It was established in 1948 at Shillong and took its permanent shape since 1975 at Jalukbari, Guwahati with an area of 50 acres.
It imparts training on technical trades in the field of Police Wireless Communications, Electronics, Telecommunications, Information Technology along with Basic Drill & Discipline and Musketry.
In addition to trainees from Assam, it has been extending its training facilities to the trainees to the Govt of India (IB, Civil Defence, CISF), Govt of India Undertaking (NEEPCO), other states (Bihar, Sikkim, Himachal Pradesh, Jammu & Kashmir, Haryana) and neighbouring NE states (Meghalaya, Nagaland, Manipur, Mizoram, Tripura and Arunachal Pradesh).
The APRO Training School has earned Rs. 28,82,068.60 ( as on 05.01.2008) as training fee from other states and deposited to the Govt exchequer as state revenue.
Amateur Radio Operators or HAMs can provide a second line of communication support in Disaster Management which is found very useful at time of natural disasters like earthquakes, floods, etc. when HAMs come to the rescue to established links with the survivors and help the administrations to take quickly and timely action during rescue and relief operations.
As a promotional activity, a 13-week Amateur Radio training programme was conducted by the APRO from 2 August-30 October, 2004 to train up interested HAM aspirants in the State. Five candidates of Assam Police have been declared successful in obtaining the GD-I and GD-II licenses as communicated by the Engineer-in-charge (ER), Wireless Monitoring Organisation Regional Headquarter (East), Kolkata.

As a part of Disaster Management initiatives of the Assam Police, the NIAR - APRO Amateur Radio Centre (VU2VKP) was set up by the National Institute of Amateur Radio (NIAR), Hyberabad though the initiatives of Shri P M Dastidar, IGP (Communication) and Director of Police (Commn.) Assam and Shri S. Suri, VU2MY, Chairman & Director, NIAR, Hyderabad.
The dedicated satellite based National Police Telecommunication Project implemented under the Modernization Scheme of Assam Police, was inaugurated by the Chief Minister of Assam on 18 July, 2005 at Assam Police Headquarters, Ulubari, Guwahati in the presence of the DGP, Assam and senior officers. The POLNET is a unique project formulated by the Ministry of Home Affairs, Govt. of India with a view to modernize Police Telecommunications in the country. The POLNET provides communication link from the National Capital to the State Capital and the District Headquarters on voice, data, fax and computer communication and further extend the communication connectivity upto the Police Station on voice.
An inaugural FAX message was signed by the CM, DGP, Assam and IGP (Commns) and DP(C), Assam and transmitted over the Assam POLNET to all Districts of Assam. A team of senior level executives from Bharat Electronics Limited, Banglore and Ghaziabad. led by Shri V V R Sastry, Director (C&MS), attended the inaugural ceremony and gave assurance to provide all necessary support and service from BEL towards proper maintenance of the POLNET in Assam.
